Nordic & North-European CCS Landscape
The Nordic and North-European regions are at the forefront of CCS deployment, driven by ambitious climate policies and strong industrial collaboration. The Northern Lights project in Norway (Equinor, Shell, and TotalEnergies) is the first cross-border, open-source CO₂ transport and storage initiative, setting the stage for large-scale CCS infrastructure in Europe. Additionally, Sweden and Denmark have integrated CCS into their industrial decarbonization roadmaps, with projects such as Stockholm Exergi’s BECCS initiative and Ørsted’s carbon capture plans at Avedøre power station.
Norconsult actively supports CCS developments in the Nordic region, leveraging decades of industrial process expertise to integrate carbon capture solutions into cement, steel, and waste-to-energy sectors. Our experience with brownfield integration ensures that existing facilities can transition towards carbon neutrality efficiently.
CCS Optimization & Decision-Making Framework
Norconsult leverages its proprietary ISY Decision-Making Framework to drive concept selection and value engineering in CCS projects. Our systematic, data-driven approach assesses key variables such as:
- Capture technology selection (Post-combustion, Pre-combustion, Oxy-fuel, and Direct Air Capture)
- Energy integration strategies to optimize process efficiency
- Cost-benefit analysis for different transportation and storage options
- Regulatory compliance and permitting roadmaps
- Risk assessment and mitigation planning
This approach ensures that CCS projects align with economic, regulatory, and technical constraints, enabling clients to make informed investment decisions.
Expertise Across the CCS Value Chain
- CO₂ Capture: Flue gas conditioning, post-combustion, pre-combustion, oxy-fuel, and DAC technologies

CCS Brevik Norcem
When the new CO2 capture facility at the Norcem cement factory in Brevik is built, Norconsult will be an important contributor. We will assist with engineering design services for the construction of the facility, which is the first of its kind in Norway.

CCS - Feasibility study for liquefaction and transport of CO2 for decarbonization of incineration plant
Norconsult has carried out a feasibility study for the regional incineration plant operated by Returkraft AS, in order to investigate the conditioning, liquefaction, intermediate storage and transport of CO2 from carbon capture facilities to CO2 port terminal for further handling. The facility currently emits 140 000 tonnes of CO2 per year, approximately 30% of Kristiansand Municipality's total emissions.

CCS Logistics – Feasibility study on CCS logistics

CCS - Feasibility study for liquefaction and CO2 export terminal in Kristiansand
Norconsult supported the client in an early phase feasibility study on site selection and design of a CO2 terminal in Kristiansand. The terminal was intended to facilitate ship export of CO2 to geological storage off the west coast of Norway.
