Norconsult has been involved in the various phases of project development, first through the development phase responsible for Feasibility Studies of all three plants, thereafter Tender Design and finally advisory services to Statkraft during the construction phase of Banja and Moglice HPP.

Assignment

Statkraft AS (Norway) was in 2009 awarded a concession for development of the Devoll river in Albania together in a 50/50 Joint Venture with EVN AG (Austria). The Devoll scheme comprises three hydropower plants (Banja, Moglice and Kokel) totalling 279 MW and with an annual average generation of 800 GWh.

Solution

The Engineering Services in the development phase included study of market outlooks, stakeholder demands, physical constraints, identification of the optimum development solution and feasibility study of all three plants including technical, environmental, economic and financial issues including risk assessment. Next followed tender design, documentation to achieve approval for the proposed solution from the Albanian Authorities and identification of the most suitable contract strategy and preparation of tender documents for all civil- and el-mech works. In 2013 Norconsult signed a contract for services to Statkraft during the construction phase of Banja and Moglice HPP. The assignment is for services required for Employer’s follow up of the Owners Engineer and Contractor’s design.
