Ambitious Import Goals for Hydrogen and Ammonia Under REPowerEU
The REPowerEU plan sets a goal to import 10 million tons of renewable hydrogen annually by 2030, supplementing the EU’s domestic production of an equal amount.
Additionally, the plan aims to import 4 million tons of hydrogen in the form of ammonia each year by 2030, which translates to approximately 20 million tons of ammonia. These imports are essential for supporting the EU’s broader hydrogen objectives and industrial sectors such as steel-making

The Nordic and North-European regions are at the forefront of CCS deployment, driven by ambitious climate policies and strong industrial collaboration. The Northern Lights project in Norway (Equinor, Shell, and TotalEnergies) is the first cross-border, open-source CO₂ transport and storage initiative, setting the stage for large-scale CCS infrastructure in Europe. Feasibility studies
Our team conducts feasibility studies where we review the technical, economic, and regulatory aspects of the biogas project. In this phase, we often assist the client with site selection, where we can perform GIS analyses on both existing alternatives and identify new options for the client.
Concept selection studies
Norconsult has over 30 years of experience with biogas and has accumulated significant experience from our reference projects. This uniquely positions us to assist the client with concept selection, where we help evaluate existing concepts while also tailoring new concepts to meet the project's specific needs.
We have also developed a methodology and tool, ISY Decision Making, as our framework for value- and data-driven concept selection through interdisciplinary collaboration and decision-making.
Owner's engineer
An “owner’s engineer” acts as an independent representative for the project owner within the technical disciplines of a project. It is a critical support role that ensures project management and quality assurance at all stages of the project's lifecycle. We base our approach on our own developed project methodology to carry out EPCM projects (Engineering, Procurement, and Construction Management), and we tailor the team to meet the project owner's specific needs to complement their organization.
Engineering and project management
Norconsult offers services in project management, engineering, procurement, and construction management. This means we take overall responsibility and can staff all roles in the project as needed, from the design and planning phase to contract strategy, procurement, and project management during construction until the project is completed and handed over to the operations organization.

Holmaneset Green Ammonia Pre-FEED Fortescue
Norconsult has completed the Pre-FEED study for a 300 MW green ammonia production facility, aimed at producing 225,000 tons of ammonia yearly using 40,000 tons of green hydrogen. Located near the Nordgulen fjord, about 8 km west of Svelgen in Bremanger, Western Norway, this facility's design showcases Norconsult's engineering expertise across a wide range of disciplines. Our value and data-driven concept selection framework ISY Decision Making, was recognized by Fortescue, and are now being adopted as a standard model for maturing other projects for Fortescue globally.

Green Ammonia - Pre-feasibility and concept study for large-scale ammonia production plant, Egypt
Norconsult performed Pre-feasibility and Conceptual Study for design and development of large-scale green hydrogen and ammonia plant. Ammonia is intended to be produced solely using wind and solar electricity production. End-consumers are initially intended to be European importers and later, fueling of ammonia as bunker fuel for ships passing through the Suez Canal.

Norconsult supports Aker Horizons in developing large-scale green ammonia production (up to 600 MW) in Narvik. The project focuses on sustainable ammonia production using green hydrogen and includes the preparation of regulatory plans and impact assessments to address environmental concerns.
