Norconsult has prepared the detailed design and carried out construction follow-up for the new E39 through Stavanger city centre and National Road 13 between Stavanger and Solbakk in Strand municipality. National Road 13 Ryfast comprises two four-lane (dual-tube) subsea tunnels.

New National Road 13 from Stavanger to Solbakk in Strand municipality. The purpose of the project is to establish a fixed link between Ryfylke and North Jæren, as well as to provide a new connection to Hundvåg. The project comprises two new main routes: the E39 Eiganes Tunnel between Schancheholen and northern Eiganes, and the Ryfylke Link; and National Road 13 between Schancheholen and Solbakk.

The assignment includes the design of a new E39 tunnel through Stavanger city centre, connected to a new ferry-free crossing for National Road 13 towards Ryfylke. The E39 part of the assignment comprises 5 km of new four-lane road, of which 3.7 km is in tunnel. The road connects to the existing motorway in the south at Schancheholen and in the north near Smiene. Traffic from the city centre can also be routed directly into the Eiganes Tunnel via a new interchange near Madlaveien. In parallel with the road alignment, new pedestrian and cycle paths will be established, along with extensive noise mitigation measures.

National Road 13 Ryfast consists of two four-lane (dual-tube) subsea tunnels with lengths of 5.6 km and 14.3 km, respectively. The Hundvåg Tunnel (5.6 km) starts in Stavanger city centre near Gamlingen, with direct entry and exit ramps connected to the E39 Eiganes Tunnel. The tunnel extends to Hundvåg and also includes direct ramps from Buøy for traffic towards Stavanger city centre.

From Hundvåg, National Road 13 continues beneath the fjord to Solbakk in Strand municipality through the world’s longest subsea road tunnel, with a total length of 14.3 km and a lowest point at 290 metres below sea level.
