Norconsult appointed as consultant for the Hemsil 3 development

Hafslund and Eidsiva have confirmed plans to construct the Hemsil 3 power plant in Gol municipality. Work will commence immediately, with Norconsult appointed as the consultant responsible for detailed design and technical support throughout the construction phase.

Norconsult has supported Hafslund and Eidsiva in project development up until the investment decision and has now subsequently been awarded the detailed engineering and technical assistance during execution.

“We are proud to have contributed to the development of Hemsil 3 up to the investment decision, and we look forward to closely following the project into the implementation phase. This is an important initiative that will deliver valuable, flexible power and strengthen the security of supply in the Norwegian energy system. We greatly appreciate the excellent collaboration with Hafslund and we will bring all our competence and expertise to ensure a successful outcome,” says Martin Westeren, SVP Hydropower and Transmission at Norconsult.

Hemsil 3 will make use of existing reservoirs and infrastructure in the area. The plant has been designed with an installed capacity of 86 MW and is expected to increase the annual production by approximately 110 GWh. Construction is scheduled to begin as early as November 2025, with completion in 2029.

Like Hemsil 2, Hemsil 3 will draw water from the Eikredammen dam and reservoir in Hemsedal municipality. The existing dam will be replaced with a new structure, a new tunnel will be built parallel to the current headrace tunnel to Hemsil 2, and the powerhouse will be located inside the mountain. The outlet to the Hallingdal River will be situated close to the current discharge point from Hemsil 2.

Sustainability is a key focus for the project, with the use of low-carbon concrete and electric construction machinery. These measures are estimated to contribute towards a more than 20% reduction in greenhouse gas emissions compared with a conventional build.
