Blue hydrogen – Development of hydrogen production plant with integrated CO2 capture, CCB Energy Park, Kollsnes

Norconsult is supporting H2 Production as Owners Engineer, as the company has entered into an agreement with ZEG Power to produce hydrogen from natural gas with integrated CO2 capture at CCB Energy Park in Kollsnes, Norway. The facility will use Norwegian-developed and patented technology that will make H2 Production the first supplier of pure hydrogen from natural gas. The H1 pilot plant is under construction with plans of further expansion to H15 in 2024.

Assignment

Norconsult assists in the project with project management support, hydrogen expertise, site preparations and safety considerations. In addition, Norconsult also supports the client in the authority permitting process.

Solution

Norconsult has been an integral part of project management and assessed potential technical solutions for a range of hydrogen equipment. This includes, among other things, the compressor, piping and dispenser systems.

In addition, Norconsult has been heavily involved in permitting processes towards both the local and national authorities. This work includes preparation of regulatory plans, impact assessments and application for consent to the Norwegian Directorate for Civil Protection (DSB), technical security, preparedness analysis and preparedness plan, safety and automation.

Norconsult also support the client through development of the planned site through preparation of layouts, site construction and infrastructure supervision.

Result

The project is well underway and has received a 77 million NOK grant from Enova. The next step is further expansion of the H1 pilot plant into the H15 plant in 2024, in order to become a large-scale producer of hydrogen from natural gas.
